Re:  12 June 2014 Announcement Letter from Charter Communications



We request that PURA open a docket and investigate Charter Communications Plan to disconnect the Basic Service Tier from the Emergency Operations Centers in September 2014. 


A brief 12 June 2014 letter from Charter Communications addressed "To Whom it May Concern", was received at Roxbury CT Town Hall, explaining that a service currently being provided free of charge, has been determined to be ineligible for "Free Service status".  The free service would be discontinued unless action was taken to change the account billing status by 12 July 2014. 


The Roxbury First Selectman expressed a serious concern about the intended disconnection from the Basic Service Tier television program channels.  The Basic Service Tier carries the Community Access Channel, the Educational Channel, The CT State Government Channel, and the Federal Government Channels, in addition to the local over the air broadcast channels licensed to operate in the public interest.  


The intent to disconnect these vital communication services does not seem right, in light of the fact that CT requires the CCFA License Holder, Charter Communications, to provide these channels on the Basic Service Tier free of charge to the Library and School System in each town of their franchise territory.  The Emergency Operations Center at Roxbury Town Hall, and Emergency Shelter facility at the Roxbury Senior center provide essential services and should also have the Basic Service Tier programming free of charge.
